
RCS-9700 series substation automation system is an advanced product for the transmission substation and power plant electrical system of all voltage levels. It integrates the application of protection, control, Ethernet, IT and communication technology based on the international standard and it is fully compatible with new IEC 61850 standard. The system adopts the layered distributed architecture with bay-oriented and object-oriented structure, which is more reliable and easy to extend and maintain.
Application
RCS-9700 series can be applied in substation of all voltage levels, including power plant, switch station of hydropower plant, manned and unmanned substation, new constructed substation, and upgrading project for an existing operational substation. It can be built up in the structure of protection and supervisory independent configuration, as well as protection and supervisory integrated configuration. The RCS-9700 series can link with IEDs via field bus and 100M Ethernet (bay level devices directly connect to Ethernet network).
RCS-9700 series is intended for application on highway, electric railway, subway, mine, petrochemistry, harbor, water supply, environmental protection, engine compartment and other industrial automation area, especially process supervisory of railway, tramway and electric railway.
Functions
l Real-time data acquisition and processing
The system makes acquisition and processing of real-time data of supervisory and control units installed in bay level.
l Control operation, synchronism checking and interlocking
The system can make sequential operations on circuit breakers, motor-driven isolators, transformer tap changer, reactive power device group, etc. RCS-9700 series bay control units carry out control operations, synchronous checking and electrical interlocking functions. Interlocking software is used mainly for implementation of edition, compilation and download of interlocking logic.
l Communication with control center
Communication with control center is independent to local HMI. Control command can be transmitted directly from control center. It supports IEC standard protocols and other standard protocols such as DNP3.0 and 1801 as well.
l Time synchronization
The system receives GPS standard time signal for clock synchronism. The absolute time are broadcasted through network. The second or minute pulse signal is inputted to equipments by RS-485 port or potential free contact. The IRIG-B signal (AC or DC) is also supported.
l Interfaces with other IEDs
Contacts or communication ports can be used as interface of the system with protection equipments from third party and other IEDs.
l Protection and fault information management.
The system can acquire information of protection, fault information, power system stability control and other automation equipments, and make display, analysis and processing locally. The information subsystem provides a powerful fault analysis tool. When fault occurs, the information subsystem can transmit protection operation information and fault report to dispatching center quickly and correctly. This helps the dispatching center to get correct fault information at once, make rapid and correct fault analysis as well as decision on fault clearance.
l PLC function based on IEC1131-3
Programmable control function is designed based on IEC1131-3 standard. It can complete logic latching of individual device sequential control, group control as well as station-wide control.

Features
l Optimized design scheme
The RCS-9700 system is considered for various functions of protection, local supervisory, control, reactive power and voltage regulation, interlocking, selective ground fault protection of an ineffectively grounded system, as well as management of equipments, operations and information of protection and fault recorder information, etc.
l Powerful and flexible communication facilities
The station level uses 100M Ethernet while the bay level uses dual 100M Ethernet or advanced Worldfip fieldbus as redundancy. A powerful communication platform is thus formed by these facilities together with network communication equipments such as 100Mbps Switches and gateways.
The system uses IEC 60870-5-103 standard protocol for communication with protection relays and other IEDs. The RCS-9794 communication unit of multiple CPU structure is equipped as protocol converter. It provides various standard ports and the system can be connected with equipments made by other manufactures. So the user has the flexibility to select various kinds of products flexibly.
l Open HMI software in the substation level
The software of the system is developed based upon Windows 2000 and UNIX operation system. SQL server (companied with Windows 2000) or ORACLE (companied with UNIX) is selected as the database management software. Based on softbus and network technology, Software package is an open system which greatly enhances the availability of internal information of the whole station.
l Direct data transmission to control center
Functions of external communication and internal communication are independent to each other. Information can be acquired directly from bay level and transmitted to dispatching centers. Communication bottleneck problem of the traditional RTU scheme can be solved so that reliability of information transmission can be greatly enhanced in RCS-9700 system.
l Object-oriented information structure
The information structure is object-oriented. Each logic devices in database is associated with a physical device. Influence of single item change is limited in related part of corresponding logic device only. It is thus easy to be extended.
Attribution of information is self-described. It supports on-line configuration and real-time check functions of the equipments.
l Secure and reliable bay control unit
The bay control unit is based on 32 bits CPU and DSP hardware platform. It adopts real-time multitasks operation system with powerful processing ability and well suits the requirements of data acquisition and processing of bay level.
System Architecture
Structure
The system comprises three levels in hierarchical structure: bay level, network level and station level.
Bay level
The bay level consists of Bay control units, various protection and other IEDs. These equipment can operate with long-term stability in severe environments, for example, high temperature, high humidity or high electro-magnetic disturbance.
Network level
The network level supports single or dual network structure as well as Ethernet and other networks. Balance flow control is used for duplicated network, so the reliability and the real-time performance can be ensured. This network level can communicate smoothly with equipments produced by other manufacturers using IEC standard communication protocol or private communication protocol. Optical links is used as a transmission medium with sever EMC immunity. Time synchronization can be realized by a GPS interface conveniently and correctly.
Station level
The station level is a distributed system comprising a single computer host or several hosts. It provides supervisory, control and management functions for operators in the substation. Man-machine interface is friendly and easy to handle. The structure makes it flexible to be extended and reliable to be operated. By applying the component technology, “plug-and-play” can be realized for software functions. It can communicate with dispatching centers or other concentrated control stations using different standard protocols such as IEC-60870-5-101 and IEC-60870-5-1-4.
Typical structure description
Ø Station level consists of host, operator station and engineer station. Several computers or single computer configuration can be adopted.
Ø Windows 2000 or UNIX can be used as the operation system.
Ø The communication control unit can adopt RCS-9698 device or industrial computer plus extended serial ports, channel switching equipment and channel interface.
Ø RCS-9785 or GPS module embedded in RCS-9698C/D can be used as the GPS receiver.
Ø RCS-900 series protection equipments can connect with station level directly by two 100M Ethernet ports or by two RS-485 ports through protocol converter.
