Background and Requirements

NR provides the complete set of protection and control solutions for the plant or substation of industrial enterprises such as petrochemistry, coal industry, iron and steel industry and metallurgy. A cost-effective protection and control system can significantly improve safety and stable operation for the industrial customers.

As an important monitoring for safety operation of substation, the construction, functions, contents and configurations are extremely important for protection and control system. Generally, the system is required to apply open, distributed and layered network structure. All protective relays and control devices are divided into several small independent units according to voltage levels or layout of primary devices. Protective relays and control devices are installed in bay rooms in each separated unit, and devices such as communication controller in master station, DC power supply and fault recorder are installed in control room. Each unit communicates with other units and control room via industrial field bus or Ethernet network. The protection and control system supports the new IEC 61850 protocol.

Structure

The system comprises three levels in hierarchical structure: bay level, network level and station level.

Bay level

The bay level consists of bay control units and various protections. These equipments can operate with long-term stability in severe environments, for example, high temperature, high humidity or high electro-magnetic disturbance. Integration of protections and bay control units simplifies the circuit configuration and makes information exchange much easies.

Network level

The network level includes Ethernet switcher and protocol converter. It supports single or dual network structure as well as Ethernet network. The implementation of balance flow control for duplicated network ensures reliability and real-time performance of network transmission. Optical links is used as a transmission medium with sever EMC immunity. Time synchronization can be realized by a GPS interface conveniently and correctly.

This network level can communicate smoothly with equipments produced by other manufacturers using IEC standard communication protocol or private communication protocol.

Station level

The station level is a distributed system providing supervisory, control and management functions for operators in substations. The structure makes it flexible to be extended and reliable to be operated.  By applying the component technology, “plug-and-play” can be realized for software functions. It can communicate with dispatching centers or other concentrated control stations using different standard protocols.

=       Dual redundant Ethernet communication system can fulfill high requirements on reliability.

=       RCS series switchers specialized in application to industrial field are adopted in bay level and network level and 10M/100M Ethernet communication devices

=      Two database servers are recommended to be disposed for monitoring system. When the system is operating, one server is in attendance and the other is used as backup server. The system will switch automatically if the server in attendance breakdown to prevent lost of all the real-time data and service.

=       The system is compatible with IEC60870-5-103 and IEC61850 communication protocol, keeping the system open and forward looking.

=      RCS-9698 RTU adopts distributed multi-CPU construction which supports duplex operation of main and backup devices. It is equipped with powerful high-speed network processors with low power consumption, and solid-state recording space with large capacity. Embedded real-time operation system and network protocol with high reliability ensure real-time and reliable operation of devices. The abundant types of communication ports can fulfill requirements of increasing devices in substations as RCS-9698 is compatible with around 10 kinds of communication protocols.

=       Innovative high performance ARM+DSP hardware platform and industrial real-time multi-task operation system are adopted by RCS-9700 series C type bay control units, realizing fast real-time information process with large-capacity and high accuracy. The device uses lattice LCD with size of 160*240. The RCS-9700 series can display connecting diagrams and these diagrams are available to be downloaded. In addition, the device is equipped with interlock functions and the interlock logic can be downloaded on internet.

=       RCS-9700 Series are the first in China which have passed the IEC 61850 conformance test

=       RCS-9794 protocol converters apply parallel multi-CPU construction, providing powerful processing capability, sufficient sources and large reliable FLASH to save important information. Reliable and high real-time embedded operation system can effectively block Windows and UNIX virus. The flexible communication configuration is compatible with several communication protocols and can be connected to network or Ethernet port.

=       RCS-9785 device contains a GPS module and at the same time also receive IRIG-B timing code from external timing source. It provides various timing messages, including standard IRIG-B time code, pulse per second (PPS), pulse per minute (PPM) and timing message. RCS-9785 device contains a GPS module and at the same time also receive IRIG-B timing code from external timing source.

=       Video monitoring system can be integrated with NR’s background monitoring system to do real-time site monitoring of substation. Operators can examine running conditions of devices directly from background system.
